Monmouth County Home Repair Program (HRP)
Run by Monmouth County Division of Planning, Office of Community Development
Monmouth County pays for one necessary home repair, up to $12,000, for income-qualified homeowners who have owned and lived in their home for at least three years. Faulty heating or cooling systems and roof replacement are among the major repairs covered. Asbury Park, Long Branch and Middletown residents aren't eligible, and Howell has a yearly cap on applications.
Amounts
How much you get
The county pays for the one repair its project manager decides is needed, up to $12,000 per repair and household. Projects estimated above $12,000 may get special review; costs above the limit from unforeseen conditions are the homeowner's.

Applying
How to apply
You apply by mail. Howell residents get at most eight applications a year, and the county says it has reached that limit for 2026.
- Read the Homeowner's Instructions and Information Guide.
- Mail the completed application with the required documents to the Office of Community Development.
Applications are accepted by mail only.
- A project manager inspects the home and writes an approved Scope of Work.
Approval isn't permission to start work.
- Get three quotes from contractors on the program's approved list.
- The county awards the contract, the contractor does the work and the county does a final inspection.

No. Grant funding can't be used to refinance repairs or replacements already in progress or completed.
