Dual-fuel heat pumps don't qualify. Water heaters must be 50-gallon units.

COP 3.3 and EER 14.1 minimum; at least 2 tons; dual-fuel units don't qualify.
COP 3.6 and EER 16.2 minimum; at least 2 tons.
50-gallon unit, minimum efficiency rating of 93 percent, safety pressure release valve.
