Eligibility
Do I qualify?
You need to meet all 6 of these.
Idaho Power residential customer. Applies to homeowners and to owners of rental properties.
You must own the home or property. It can be your primary residence, a vacation home or a rental.
Existing single-family site-built, manufactured, duplex, triplex or fourplex home. Whole house fans are for single-family site-built homes only.
Most measures depend on the home's current heating. Heat pump conversions replace an electric furnace, electric baseboards/ceiling cable/wall units, or a propane or oil furnace (propane and oil only where natural gas isn't readily available), and supplemental heat must be electric. Ductless heat pumps need electric zonal heat as the living-room primary heat. Duct sealing and smart thermostats need an electric forced-air furnace or a heat pump. The heat pump water heater must replace an electric storage water heater. Variable speed central air conditioners don't qualify.
Ducted air source, ductless and open-loop water source heat pumps and duct sealing must be installed by an Idaho Power Participating Contractor, who submits the paperwork. Ground source heat pumps, central air conditioners, whole house fans and ECM motors need a licensed contractor. Heat pump water heaters, evaporative coolers and smart thermostats can be self-installed.
What to doFor the Participating Contractor measures, pick a contractor from Idaho Power's Participating Contractors list before you buy and tell them you want the incentive. Get a quote from a contractor
The incentive must be part of your decision to buy; it isn't retroactive. Equipment must be new.
Equipment
What equipment counts
The program sets these minimums for heat pumps, furnaces, ac and thermostats and water heaters.

- Heat pumps
Ductless heat pump: minimum 9 HSPF / 7.6 HSPF2.
- Geothermal heat pumps
Ground source heat pump: minimum 3.5 COP.
- Heat pumps
Open-loop water source heat pump: minimum 3.5 COP.
- Central air conditioners
Central air conditioner: minimum 15 SEER / 14.2 SEER2 and 12 EER / 11.5 EER2 ($100), or 17 SEER / 16.3 SEER2 and 13 EER / 12.5 EER2 ($250); variable speed compressors don't qualify.
