Efficiency Arizona Home Electrification and Appliance Rebates (HEAR)
Run by Arizona Governor's Office of Resiliency (Efficiency Arizona)
Income-eligible Arizona homeowners (up to 150% of area median income) can get rebates of up to $14,000 per household for heat pumps, heat pump water heaters and dryers, electric cooking appliances, insulation and electrical upgrades. Since September 1, 2026 rebates only replace existing electric equipment.
Amounts
How much you get
Rebates cover a share of project cost, up to $14,000 per household. The amount depends on which of these fits your install.
| What you install | You get |
|---|---|
| Tier 1 (household income under 80% of area median income) | 100% |
| Tier 2 (household income 80% to 150% of area median income) | 50% |
Capped at $14,000 per household.
Eligibility
Do I qualify?
You need to meet all 6 of these.
Your home is in Arizona.
Household gross income at or below 150% of area median income for your county and household size. Households enrolled in programs such as LIHEAP, SNAP, AHCCCS (Medicaid), SSI, free school lunch, Head Start, Lifeline or public housing can qualify categorically.
For single homes, only homeowners who live in the home can apply right now. Renters can't apply yet. Multifamily building owners apply through a separate multifamily intake.
Since September 1, 2026, rebates only replace existing electric appliances and heat pumps: no rebates for replacing gas or other fossil-fuel equipment with electric. A heat pump can still be added alongside an existing fossil-fuel system without removing it.
Your application must be approved before work starts or a product is bought. Finished projects and past purchases don't qualify.

Applying
How to apply
Rolling while funding lasts; the program says rebates are available through 2031, pending funding. Get approved before you buy anything.
- Check eligibility.
Use the Efficiency Arizona Eligibility Screening Tool and look up the 150% AMI limit for your county and household size.
- Create an account and apply online.
The application takes about 10 to 15 minutes. Upload current income documents (see the Income Qualifications Checklist); expired documents aren't accepted. Say on the application if you want a retail coupon.
- Wait for approval.
The Efficiency Arizona case management team reviews income and eligibility. Don't buy or install anything before approval.
- Contractor pathway: home assessment and contractor.
The program schedules a home assessment and assigns a qualified contractor (or you choose one from the list). You get an estimate showing the rebate and any out-of-pocket cost, sign the agreement and pay the contractor the balance. The rebate is taken off the contractor's invoice, and the work gets a post-inspection.
- Retail pathway: coupon at a participating retailer.
For heat pump water heaters, heat pump dryers and electric cooking appliances, complete the Retail Interest Form after approval, receive a coupon by email and redeem it in store or online at a participating retailer at the time of purchase. You handle removal and installation.
