Eligibility
Do I qualify?
You need to meet all 8 of these.
Your home is in Fairbanks North Star Borough County, Alaska.
The property must be inside the Borough's PM2.5 nonattainment area (Fairbanks, North Pole and surroundings; not the whole Borough). The application has a map.
You must be the legal owner of the property from application until payment; selling before the program is finished forfeits the money.
You must be replacing, removing or repairing an installed, working wood, pellet or coal appliance, or replacing or converting an oil heating appliance. Appliances bought with federal funds don't qualify.
Property taxes must be current, with no delinquent tax, penalty or interest, at application and at completion.
What to doPay any delinquent Borough property tax, penalty and interest before applying.
Apply and receive an approval purchase order before any work; invoices dated before the application aren't reimbursed. Funding is limited and applications are scored by air quality benefit.
What to doSubmit the application and wait for the approval packet with the purchase order before removing or buying anything.
New appliances must be installed (and repairs done) by a Borough-listed installer.
What to doPick an installer from the Borough Listed Installer List on the Change Out Programs page.
You must sign and notarize a deed restriction barring future wood, pellet or coal appliances on the property, with notice to buyers. Any wood, pellet or coal appliance that stays must be registered with Alaska DEC.
What to doAgree to the deed restriction (the Air Quality office provides it and can notarize) and register any remaining solid fuel appliance with Alaska DEC.
Equipment
What equipment counts
The program sets these minimums.
Any wood, pellet or coal appliance that stays on the property must be EPA certified at 2.0 grams per hour or less, less than 15 years old, and a wood stove must have a catalytic converter (Oil to Gas program).
New wood or pellet stoves must be Borough-listed (meeting Alaska DEC requirements for new installation in the nonattainment area); replacing an EPA certified appliance needs at least 50 percent emission reductions.
Applying
How to apply
All requirements must be completed within 90 days of the purchase order's issue date. Get approved before you buy anything.
- Check the property is in the PM2.5 nonattainment area and you own it.
- Submit the application with all owners' signatures and a W-9.
Use the Wood/Pellet/Coal application or the Oil to Gas application from the Change Out Programs page. Don't remove anything yet.
- Send the photos and video Air Quality staff ask for.
Staff email instructions to document the building and the appliance being changed out.
- Choose a Borough-listed installer and a payment method.
Self-reimbursement, or vendor direct (the Borough pays the installer).
- Wait for the approval packet with the purchase order.
No work before the purchase order. You then have 90 days to finish everything.
- Sign and notarize the deed restriction.
- Remove the old appliance and take it for destruction.
Wood, pellet and coal appliances go to the Air Quality Office at 3175 Peger Rd; oil appliances go to a recycler, with a photo and receipt as proof.
- Have the new appliance installed and send a photo.
- Receive payment.
Self-reimbursement needs paid-in-full receipts; payment can take up to 30 days.

No. The program can't reimburse work done before you applied; invoices dated before the application aren't eligible.
